Oversight Office

The Oversight Office is a sovereign body within the Syrian Democratic Alliance. It is elected by and accountable to the General Assembly, deriving its authority from the assembly. The office consists of an odd number of members, with a minimum of five and a maximum of eleven members.

Mandate of the Oversight Office:

The Oversight Office is responsible for monitoring the administrative and financial operations of the General Secretariat of the Syrian Democratic Alliance, following the principles of good governance. It ensures the proper implementation of the internal regulations governing the relationships between the bodies and committees within the Alliance. However, it does not oversee the political activities of the General Secretariat or its committees.

Duties and Authorities of the Oversight Office:

1. The office elects a president, vice president, and secretary from its members.

2. Present the Oversight Office’s report to the General Assembly during its quarterly, biannual, and annual meetings.

3. Review reports submitted by the General Secretariat and its committees, noting any compliance or deviations from the internal regulations.

4. Receive complaints and observations from the General Secretariat, committees, and members of the Alliance.

5. In the case of violations of the internal regulations, the office sends a memorandum to the relevant body to correct the issue.

6. Hold bilateral meetings with the concerned body to clarify the issues identified in the memorandum.

7. If the relevant body fails to comply with the necessary corrections according to the internal regulations, the Oversight Office refers the decision to the General Secretariat for appropriate action.

8. In case of significant administrative or financial violations by the General Secretariat that are not corrected through agreed-upon mechanisms, the office may call for an emergency General Assembly meeting to address the situation.

9. The General Secretariat, committees, or members of the Alliance may appeal decisions of the Oversight Office before the Arbitration Office.

10. The Oversight Office provides all necessary documents and decisions in dispute to the Arbitration Office for review according to legal procedures.

Meetings and Operations of the Oversight Office:

The Oversight Office meets regularly upon the invitation of its president, making decisions through consensus or voting.In case of a tie, the president’s vote is decisive.
Extraordinary meetings can be called by the president or by at least one-third of the office members.
Copies of the office’s reports and decisions are submitted to the Secretary-General for proper filing.
The president of the Oversight Office may also share relevant reports in the General Assembly forums, while the secretary maintains the complete archive of the office’s activities in the Oversight Office’s drive, to be handed over to the new secretary at the end of each election cycle.

Work Execution Mechanisms in the Oversight Office of the Syrian Democratic Alliance:

The execution of the Oversight Office’s tasks is based on several core functions, including:

  • Designing specific schedules for the office.
  • Reviewing reports from the General Secretariat, its offices, and committees.
  • Attending or observing portions of General Secretariat meetings that focus on administrative and financial matters.
  • Holding bilateral meetings with committees of the General Secretariat.
  •  Establishing oversight mechanisms for the reports of the General Secretariat’s offices and committees.
  • Providing an analysis to the General Assembly that includes the rate of achievement, adherence to the plan, and the accomplishment of each office’s goals and vision.
  • Informing the General Assembly of any violations by the General Secretariat’s committees, offices, or bodies of the internal regulations.
  • Archiving decisions and meetings of the Oversight Office.
